1: อยากลองให้ทำความเข้าใจกับนิยามของศัพท์ที่กำหนดในมาตรา 3 ของ REACH นะครับ Substance: means a chemical element and its compounds in the natural state or obtained by any manufacturing process, including any additive necessary to preserve its stability and any impurity deriving from the process used, but excluding any solvent which may be separated without affecting the stability of the substance or changing its composition; Preparation: means a mixture or solution composed of two or more substances; จากนิยาม ก๊าซผสมถือเป็นเคมีภัณฑ์ (preparation) โดยเราไม่ต้องจดทะเบียนเคมีภัณฑ์ แต่ ต้องจดทะเบียนสารเคมีที่ประกอบกันเป็นเคมีภัณฑ์นั้น ถ้าเข้าเกณฑ์ที่ต้อวจดทะเบียน ส่วนก๊าซที่เป็นตัวอย่างที่ถามว่า ขอตอบว่า จากAnnex Vของ REACH - สารที่เกิดขึ้นตามธรรมชาติหากไม่ได้ถูกดัดแปลงทางเคมี (not chemically modified) ไม่ต้องจดทะเบียนครับ คือ LPG , NGV เป็นสารที่ chemically modified หรือเปล่าครับ ? download REACH by this site http://eur-lex.europa.eu/LexUriServ/site/en/oj/2006/l_396/l_39620061230en00010849.pdf Disclaimer : The information in this answer does not constitute legal advice.
